Any person who wanders abroad, or places himself or herself in any public place, street or waterway to beg or gather alms, or causes or procures or encourages any child or children so to do, commits an offence and is liable on conviction-

(a) for a first or second offence, to a fine of $500 and to imprisonment for 1 month; and
(b) for a third or subsequent offence, to a fine of $500 and to imprisonment for 12 months.

  1. Morning,

I am the man in your picture. Not sure where your rhetoric stems from and I’d be interested in your families journey to HK over the decades. We know the stories of most families entering HK from the 50’s to the early 80’s tends to be VERY similar (and illegal – FYI). Yet you judge others so harshly.

One point I’d like you concede is that you were bullying a disabled woman when I intervened. You are not law enforcement, this was NOT your right. You are not permitted to intimidate a disabled woman. I am strongly opposed to syndicated begging and clearly the torture and intentional crippling of children for the purposes of using them to beg. This is the real crime, this should be the focus of our energies. But you along with the HK police do little in this regard. Just harrass the poor lady on the bridge for singing. You’re a real libertarian! HK is proud of you I’m sure. If you wish to allege common assault then you should have pressed charges yesterday. We both signed a police statement to the contrary but then you repeat this allegation online. Again as I said yesterday if you wish to allege assault I’d like the opportunity to perpetuate the allegation.

    1. Dear James,

Welcome to my blog, we can peacefully talk here for syndicated begging. My family story is so complicated because this involves the politics of China, Indonesia and UK.

I wrote so many articles about syndicate begging in my blog. Please look this one first (I think you understand HongKongese)

      https://martinoei.com/?p=8636

Chinese state-owned media reported the syndicated begging in Malaysia in October. Their business model is similar as the begging syndicate in Hong Kong. I can tell you that, the disabled woman is controlled by the criminal gang, please look the loudspeaker of the woman. The real begger in Hong Kong will not invest a so much money for a big loudspeaker with bluetooth audio link and USB memory stick for MP3 background music. You can compare the real begger in Sham Shui Po or Mong Kok with the “fake” begger in Central.

The only one real begger near exchange square is an ethnic-minority old woman. She wears a so dirty clothes and no social worker from Hong Kong government to follow her situation. Normally, I will call social welfare department to help her, not the police.

I agree with you that Hong Kong police do little with syndicated begging. Hong Kong government wasted so many taxpayer money for unnecessary infrastructure project, but spend only little resource for the criminal gang.
